Certificate In Tertiary & Community Studies (CTCS) Program
The Certificate in Tertiary & Community Studies (CTCS) program is offered by the University of PNG Open College. The program has two objectives. First is to bring education to individuals who have left school for various reasons and are willing to come back into the main stream schooling system. These group of people can start CTCS program and based on their successful completion they can either continue their journey into tertiary institutions are use their education to live productive lives back in their own society.
The second objective is to create a pathway for countless number of Grade 12 students who missed out on selections by tertiary institutions due to their quote system. These students can take the CTCS Program and then they can compliment their Grade 12 certificate and apply at any tertiary institutions, teachers colleges, Technical Colleges and etc. Since it's inception in 2004, a lot of people have progressed through education via this program.
This program is 100% managed by UPNG Open Campus through its study centers. In 2018 the program was structured in three blocks. The original program requires a completion of 11 courses. Eight (8) compulsory and three(3) elective which makes up a total of eleven (11) courses and students are award the Certificate. The respective courses are as follows for the original program structure. This structure will be phased out in 2019 will no longer be offered after the end of 2019 academic year.

Note: For Those who are interested to Persue Science Program at UPNG after completing the CTCS Program.
The bulk of the students who complete the CTCS Program usually apply for studies further students at UPNG. As such, the School of Natural & Physical Sciences (SNPS) strongly recommends those who are interested in applying for Science Foundation Year program to take the following electives for CTCS students. 1. Introduction to Biology 2. Introduction to Chemistry 3. Introduction to Physics |
SNPS also recommend CTCS students to take Applied Finite Maths (AFM), which is a Undergraduate enrichment course which is normally taken by First Year Students. This course was approved by both Open College and SNPS to be taken as part of the CTCS program.
How To Apply for CTCS Program at UPNG Open Campus/College
Application for CTCS program is not as complicated as the Degree Programs. In fact there is no Application required. As per the objective of this program, the first target group is those who have left school for some reason and wanted to return to school and Grade 12 school leavers who missed out on selection. So, enrollment process is as follows for these student categories.
1. Those who missed school and wants to return to study.
Visit the UPNG Study Center that is nearer to him/her and register for a simple entry Test. The reason for this is basically to test reading and basic mathematics knowledge because CTCS program is done through Open and Distance Learning (ODL) mode. In ODL mode, all learning materials will be distributed to the students to read/study them at their own time and space. They only come to the Center for assistance whenever they need them. Open College engages teachers/individuals to run weekly interactive face to face classroom sessions for each course at at specific times. These are the times, the student must go to attend. The rest of the time is spend on self-learning. As such, the Entry Test results will be used to identify whether the student can be able to study through OLD mode. Also, to assist those who do not do well to seek appropriate help to build up their numeracy or literacy skills. Those who pass the Entry Test are allowed to enroll fully in the program.
2. Grade 12 School Leavers
Grade 12 Leavers need to take only their original Grade 12 certificate and register in the program. Grade 12 School Leavers normally have two options. Those who want to do the whole program can take the required 11 courses and earn the certificate. Others, can do only selected course at the upper level of the program (Literacy 3, Numeracy 3, Numeracy 4, or Sciences courses and AFM) as recommended by SNPS) and then they can only be issued a Academic Transcript with the respective grades of those courses. They can then attach the Transcript to support their Grade 12 Marks and apply for any higher institution.
3. Enrollment Semesters
Enrollment in the CTCS program runs bi-semesters. First semester is in January and Second Semester in June. Students can start and exit finish in any semester. All courses can be taken in any Semester, thus making it flexible for students to enter and exit/complete at any semester convenient for them. Course Fees are charged per course enrollment. For example, if a student enroll for 2 courses then, Fees = 2 x Unit Course Fee amount.
